Saeima konceptuāli atbalsta ES un Austrālijas partnerības pamatnolīguma ratificēšanu

On the 26th October, 2017, the Saeima (Parliament of the Republic of Latvia) approved the first reading of the draft law to conceptually support the ratification of a framework agreement between the European Union (EU), and all individual members of the EU as one party, and Australia as the other party. This agreement is envisaged to establish a comprehensive and relevant legal framework for effective ongoing cooperation between the EU and Australia.

The aim of this agreement is to develop stronger partnership ties between the EU and Australia, simplify and facilitate cooperation in areas of joint interest, as well as to encourage unified efforts in solving regional as well as global problems.

The proposed new agreement will also address economic cooperation, including trade investment and agriculture, as well as water borne health and phytosanitary (plant health) issues, particularly in relation to trade. The agreement will also include cooperation in a range of political spheres, such as health, environment, climate change, energy supply, education, culture and employment, amongst others.

The establishment of a committee to monitor the development of bilateral relations between the EU and Australia, is envisaged as part of this process.

For this agreement to become accepted, it must be ratified by all individual EU member countries, as well as the EU Parliament.

Saeima ceturtdien, 26.oktobrī, konceptuāli pirmajā lasījumā atbalstīja likumprojektu, ar kuru plānots ratificēt Pamatnolīgumu starp Eiropas Savienību (ES) un tās dalībvalstīm, no vienas puses, un Austrāliju, no otras puses. Tas veidos visaptverošu un mūsdienīgu tiesisko ietvaru ES un Austrālijas sadarbībai.

Nolīguma mērķis ir veidot stiprākas partnerattiecības starp ES un Austrāliju, atvieglot un veicināt sadarbību kopīgu interešu jomās, kā arī veicināt kopīgu darbu, lai attīstītu risinājumus reģionāla un pasaules mēroga problēmām.

Jaunais nolīgums attieksies arī uz ekonomisko sadarbību, tostarp tirdzniecību, investīcijām, lauksaimniecību, kā arī sanitārajiem un fitosanitārajiem jautājumiem. Tāpat tas ietvers sadarbību virknē politikas jomu, piemēram, veselības, vides, klimata pārmaiņu, enerģētikas, izglītības, kultūras, nodarbinātības un citās.

Ar nolīgumu plānots izveidot komiteju, kuras uzdevums būs uzraudzīt ES un Austrālijas divpusējo attiecību attīstību.

Lai nolīgums stātos spēkā, tas jāapstiprina visās ES dalībvalstīs, kā arī ES Padomē.
